Time is relative, it is not common. As Einstein would say "I measure time by my watch, you measure time with your watch".
However to address your point regarding synchronicity of the time displayed on your phone, laptop etc., I have noticed that if I'm using my phone or PC whilst listening to the radio, the time changes precisely with the BBC 'pips' or the 'bongs' of Big Ben.

I would like to trust the BBC 'pips', but just to complicate things further BBC radio arrives at my home at slightly different times on Sky TV my mobile phone and DAB radio. And DAB I've found to be a good ten to fifteen seconds behind FM. Looking at Speaking clock.com I see that the time on my mobile is roughly two seconds fast.Originally Posted by Barry

Over the coming days I will investigate further the differences between my Sky box, Alexa, FM radio (in the van) and my DAB job site radio. But when Anita is elsewhere as she would readily find me something else to occupy my time.

seems to be a 2 second difference between the TV and my laptop.
My watch is about 3 minutes fast but I've forgotten how to change it. I haven't put the hour back for GMT either come to think of it.

I didn't change it last year either. Just mentally adding an hour is easier. Although in my case I have to add 57 minutes.
Plus even if I did change it I've got to change it back again in 11 weeks time. Hardly seems worth it.
