    Judging by the 'patina' of the arm, it looks as if the whole has been stored in a damp cellar for a year or more! And what was going through the owner's mind to paint the lovely reeded aformosa plinth blue?
    Wouldn't touch it with a barge pole!

    My guess is that it was in shit-state previously - like you say, stored for a long time in a shed or garage - and he had half a tin of blue paint lying around.

    Seller probably isn't the original owner, he's picked it up in a clearance or something, probably already painted like that when he got it.
