My PHEV has the ability to charge the battery using the ICE, but it burns more fuel in doing so. Not exactly environmentally friendly.
If going on a long journey, the SatNav can be programmed, and the battery usage is saved for the most appropriate times, like going through towns and villages.

In Europe, Ionity have recently changed their pricing to €0.79/min. This makes charging the average EV more expensive than refilling the tank of an ICE. Not great news for the EV.
I agree that the battery production for an EV may also be of environmental concern - but overall it's still probably less of a worry than using petrol.

That feature you mention of using battery to go through towns and villages - that sounds good. Would help in London, though wouldn't give any reduction in charges in going in to the congestion zone.
Of course charging the battery up from the ICE will use fuel - and be polluting - but it's a question of balance. If most of the time you are using a (your) PHEV in EV mode then mostly that would be better than using a fossil fuel car.
What gets really silly is using PHEV cars only in fuel guzzling mode - which is a not completely uncommon mistake apparently - particularly with hired or shared vehicles. That would be more polluting than using an efficient petrol or diesel car.

The prices for public charging are crazy. Sure there are costs, and someone has to pay, but if EVs really are a way forward, then people have to be encouraged to use them, rather than discouraged.

However in the UK domestic heating is probably a greater concern re overall levels of pollution, and - dare I say - as usual, the government hasn't a clue about what's involved. What part of "in many situations you can't just swap out a gas boiler and put in a heat pump" don't they understand? So what will happen is that instead of getting the benefits of starting early on projects - everyone will wait until the last possible minute before making any switches/changes - not a good thing for the environment.

I'm sure the government know exactly what's involved, but by 'the government' I don't mean the politicians.

Politicians are always under pressure to issue 'green initiatives' because they win votes. They don't need to be practical or even real, just needs to give the impression that they are 'doing something.'

A typical method is to come out with something radical, announce it, then gradually over time water it down until it eventually makes no difference to anything.

The initial announcement grabs headlines and votes, the subsequent amendments pass pretty much unnoticed.
