The film was shot at Essex's Category B jail HMP Chelmsford, before it was returned to service following a fire in March 1978. The film company admin offices were located in the prison's hospital block. Authentic prison staff from HMP Chelmsford were employed as extras.
Some regular cast-members found the extremely cold weather during filming, plus the surroundings of a real prison, prompted a genuinely oppressive feel, being more used to the comparatively pleasant working environments of BBC Television Centre or Ealing Film Studios.

Arnold Schwarzenegger worked out for six months, about three hours a day, before shooting started, by which time he had the exact same body weight and muscle measurements as he had 12 years previously while shooting Terminator 3: Rise of the Machines (2003).
