All he appears to be doing is attempting to set an expectation of what the item is worth. It's called 'price norming', you attach a higher than true value price to something in an attempt to drive up the price towards that level.
It's basic sales psychology 101.

I always check the feedback comments when I find something I want from a seller who doesn't have 100% feedback because often it is as a result of an arsehole of a buyer. In this guys case though he seems to be a right 'Roderick'

I have just recently blotted my copybook on ebay with a "neutral". The grievance was that I wouldn't combine postage.
