Try a reboot. Ie switch off then on. If u tried that try this...
Open Settings on your iPhone and iPad.
Tap the Apple ID banner.
Tap Sign Out.
Tap Sign Out of iCloud.
Enter your password to disable Find My iPhone on your iPhone or iPad.
Tap Turn Off.
Tap Sign Out.
Tap Sign Out.

I finally got an answer for this when i visited my local Apple store.
A sales ladie showed me how to get rid of the message.
(1) go to Settings and select " iTunes & App Store"
(2) at the " Show all store purchases and iTune Match uploads." set Music (off) and Videos (off)
That's it. Your phone will not ask you to sign in to iTunes every time you first power it on now.
She told me it's a commericial thing. The defaults are set to steer you to the Stores in the hope that you'll buy something.

Just used the iPad and at the moment it stopped doing it
