The specs for the Pi B+ and the Pi 2 are that you can have 1200mA delivered to the USB ports rather than the 600mA of the original models. 1200mA will be ample (no pun intended) for USB2 and 3 2.5" hard drives and I've had this set up and working without any issues.
I can confirm too, that I've tried using an external 2,5" HDD (WD MyPassport 500GB) without any problems, but needed to tweak the config.txt with additional line (max_usb_current=1). Before this tweak the HDD didn't work. However I continue to prefer using a NAS, rather than local HDD.
