They have been fully rebuilt by Andy at A Quad Thing
How long is it best to charge them before use and can I charge them without the speakers connected to them

They don't need particularly long Ian, 10 minutes is fine.
This can be done in isolation without the speaker leads connected.

Just didn't want to take any chances
But they will sound at their best after an hour or two in my experience.
If it's broke fix it.

When i had mine refurbished, the engineer at Quad said 24 hours from cold.

Mine need at least an hour from cold
Why not let them charge up overnight?
Mine are useable after about 20 minutes, but an hour is better. It all depends on the condition and age of the speakers.
Apart from a couple of house moves and a couple of electricity blackouts, mine have been connected to the mains supply for the last 45 years.
