While you can still meet with one other household indoors in a pub, bar or restaurant, they will now have to close by 22:00.

Exactly my point... So one wonders what makes the inside of a pub 'safer' for meeting up in that respect, than the inside of your house or that of your friends/family?
Answer: fook all, indeed the pub is likely to be less safe, simply due to a greater/wider conglomeration of people, any of whom could potentially be carrying the virus - *BUT* the government want to try and encourage folks to go out/spend money and keep the economy going.
Therefore, that's why you can still meet up with people from another household in pubs and restaurants [in England and Wales] - PROVIDING that is you're not in a local lockdown, in which case mixing with anyone other than those you live with, INDOORS ANYWHERE (other than in shops selling essential items), is prohibited until the lockdown is over.
However, meeting OUTDOORS is allowed, including gardens, up to a maximum of 30 people.
