The girl was a US citizen and the age of consent is 16 for the majority of US states, but not all.

So the grooming, transportation and age gap between the girls and the men (in positions of authority) must be playing a part in this situation.

Distasteful as it might be, if the event occurred in a state which had does have a single age of consent and not a "Romeo and Juliet" law, and consent had been given, then no law has been broken.

The assumption that sexual activity with someone under 18 is statutory rape, is no proof. Again distasteful, but proof would have to be presented that consent had not been not given.

The United States Department of Justice seems to agree with this interpretation.

If that is where those events took place then yes, the law was broken.

I believe Jerry Lee Lewis's third marriage was 'controversial' for similar reasons: the crossing of a State line into a State where the age of consent was lower.
