Maybe a transportation aid? Looks like it's supposed to be (and is) sprung open which suggests it's otherwise screwed shut (unless there's a relay mechanism somewhere). Looks a bit half baked to be part of the mech, and the angled profile suggests its not got a braking function.

Having seen one in the flesh my best guess is that it is a damper for vibration being transmitted up the spindle.
i dont think so,there are no screws or screw holes on it to screw it tight against the boss,in operation the spring gives just a little pressure so lightly grips the boss whist the tt is running.
