It's a step down auto transformer, for running 115V equipment off 230V mains.
The 'auto' part means there is only one winding so it doesn't provide isolation. Rating 500W (VA).

500VA is a decent rating. As long as it works okay and is still safe it might be of use to someone who has some US voltage gear.

Yes, if you know someone who has a 'Megger' and can check the integrity of the insulation, preferably at 1,000V, there is no reason why the autoformer can not be used with US gear operating on 115V.
