Customarily it's a tax on road usage by powered vehicles, calculation of it based on emissions was a Gordon Brown wheeze to nudge behavior, a narrative that has been maintained subsequently, but it's a bit ridiculous to take that too seriously, if emissions went across the board to zero they'd surely find another reason to impose charges.

Ownership and the casuality of use of a bicycle without attendant beurocratic crap is one of the last freedoms left. It would be a shame to see that lost.

Personally I don't make that argument. My objection is to some (actually a large proportion of) cyclists' behavior. (And yes, whatabout car drivers etc etc - but idiot car drivers does not excuse selfish or dangerous behavior by cyclists.)

I don't recall any antagonism between cars and cyclists in years gone by, it's only in the last decade or so with the widespread arrival of the dayglow dickhead who treats every outing as a time trial (whether it be a commute or a ride in the countryside) that many of these issues have arisen.

oh, sure, I would agree that there are plenty of fannies on bikes, but when you do both you see that there are plenty on both sides of the equation. it's just that when it goes wrong in a car it is significantly more dangerous than a bike.

    the numbers show this.

Why is it bollocks? Under the current set up, if You use the road, you pay. Simple.
It's not about wear and tear, it's about usage.

I have 2 cars, I pay for 1 the other is totally Free, as it's a classic, but I don't agree with that either..

    It's a ridiculous system anyway.
Why not just lob the road Tax into the fuel cost? Much fairer system.
Under that set up the 2 wheel, tax dodgers still swerve any contribution.

I'd also make peddlers have some sort of insurance to share the road with others too!

agree re road tax should be in the fuel cost. major users that need vehicle like doctors etc and haulage can get a rebate after a certain amount.
also agree anyone using roads including bicyclists should have mandatory 3rd party insurance.

“Nothing discloses real character like the use of power. It is easy for the weak to be gentle. Most people can bear adversity. But if you wish to know what a man really is, give him power. This is the supreme test. It is the glory of Lincoln that, having almost absolute power, he never abused it, except on the side of mercy".

“You see these dictators on their pedestals, surrounded by the bayonets of their soldiers and the truncheons of their police ... yet in their hearts there is unspoken fear. They are afraid of words and thoughts: words spoken abroad, thoughts stirring at home -- all the more powerful because forbidden -- terrify them. A little mouse of thought appears in the room, and even the mightiest potentates are thrown into panic.”

“There's a war out there, old friend. A world war. And it's not about who's got the most bullets. It's about who controls the information. What we see and hear, how we work, what we think... it's all about the information!”

It's not mandatory, but many cyclists do have insurance. I did at one time.
