However a lot of people pay a fixed monthly direct debit, with the amount always being put up by the energy providers, rather than adjusted to match the actual annual consumption

Yup, and that's just how wintertime is, so enjoy it rather than fight it. Aside from those who suffer from SAD, which I sympathise with, I don't get why folk need to have every day of their lives filled with continuous bright sunshine, in order to feel happy....
