My mother would nag and complain incessantly, my father would mostly ignore her. Make of that what you will. There was rarely any spare money so no decisions about what to spend it on had to be made in any case.
Regardless of culture I'd say that in general women have a very clear idea of what they want. Men are generally happy to go along with that, not just for an easy life but because they really are not bothered what colour the kitchen worktops are or where to go on holiday. They might have a preference but not so much as the woman for whom such things are a much bigger deal.
The only times I ever saw my father put his foot down was if it was something that was going to cost a lot of money and was not absolutely necessary, or if something clashed with the football.
