    They are not afforded the economies of scale that BT enjoy.
    Something I didn't know until I Googled about their ownership is that the entire backbone is cabled up on smaller diameter wire, which in turn means that sensitive services like ADSL require more expensive DSLAMs in the exchange.

    I have a lot of respect for Hull doing it Hull's way, very proud city, and Kingston Comms should be something to be admired even if economies of scale do make it a bit more expensive.
