I've always wondered about that expression ever since I first heard it at a place I worked back in about 2003. There it meant that they were actually going to clean as opposed to doing absolutely nothing (the place was minging and people were getting rashes off the dust. It was here in the UK too not France in case you were justifiably wondering.)
I mean somewhere or something is either clean or it isn't. What is the alternative to a 'deep clean', a lick and a promise? Someone spits on a handkerchief and then just rubs really hard at the worst bits?
Shouldn't somewhere like a hospital be 'deep cleaned' every day just as a matter of course?
