Partly, but mainly that if ANY of the decisions currently being taken by the government (including restrictions/controls imposed on our freedoms) are 'seen' (note not necessarily actually responsible) for successfully fighting the virus and 'saving' everyone, then people will continue to vote for them.

People needing coronavirus tests have been sent to a centre in an area under local lockdown despite it being closed, according to local politicians.
MP Chris Bryant said the situation in Clydach Vale, near Tonypandy, Rhondda Cynon Taf (RCT), was an "utter farce."
The site is run by Serco and slots are booked via the UK government-run online system.
The UK government, which oversees most of Wales' coronavirus tests, said testing capacity increases daily.
All those who booked at the Clydach site were contacted and advised to go to an alternative site in Abercynon where they will be tested, a spokesman said.

If the populous thought it was necessary then why did they need the government to tell them to wear masks in public? Or rather in shops, and cafes, but only you're at the counter, or why its ok to go to the pub, but they would have left at 10pm anyway, cos you know they all thought this was necessary, even though two weeks before they were going about life pretty much as normal.
100% compliance was never going to happen, it never happens with anything. The fact is the vast majority complied.
Masks are not compulsory, face coverings are. Most masks and face coverings will do nothing or next to nothing. The whole 'mask' thing was to get people out and spending again once they realised that the situation was nothing like as bad as initially thought and the lockdown was killing the economy.
The 10pm pub closing is just another example of the government 'being seen to do something' to appease the pearl clutchers even though it's a pointless exercise.
