How much of the 22% 'rest of world' is Nigeria though? Anyway I suspect these figures, like a lot of climate 'science' are just pulled from someone's ass. They are 'estimates' and how they estimated them is very relevant, but we don't know how so I wouldn't put any faith in it as it stands.
Aggregates are a distraction. What is more important is the per capita figure and what countries are doing (long term) to reduce emissions!
Short term actions to respond to the crisis caused by Russia in invading Ukraine are a matter of political and economic expediency. They should not distract from long term policy goals and actions to achieve those goals.
