Agreed - not that I approve.
I can foresee a time when you will pay per mile travelled, There will be a very modest car tax (paid per annum, irrespective of engine type or capacity), thereafter you will pay per mile. It might no be popular but it is something that will suit those who do not drive a lot (I'm included in that group).
The technology will already be here - our sat nav always knows the speed limit of whichever road we're on, and warns of upcoming speed cameras. No doubt speed limiting will be employed just as soon as we get a transport minister with the balls to implement it, as it would be a surefire votes-loser.
I have thought for years that car tax should be only the revenue collected on fuel sales - fairest way of relating road usage to taxation in my opinion
