I don't think they're crossovers. They are marked 'Line (100 volts)'. Probably from a factory or hospital PA system or similar.

Now there's a coincidence! I saw the very same pair at a local boot sale a few weeks ago. Clearly a transformer - allowing the choice of 100V line operation or 15 Ohm speakers. I love the 'hermaphrodite' Bulgin connectors.
