You've not had any part of the bathroom skimmed have you? Finishing plaster is that colour when wet, or wetted by moisture, condensation etc. Messy buggers plasterers are
Nope, had nothing done anywhere in the flat. It does look like wet plaster in the pic, but it's a shade darker to the naked eye.

If it nearly disappears after a swab with bleach, it could be a mould of some sort.
