The machining time for Panzerholz is epic, so don't expect that option to be cheap. I'd go for a material that's naturally well damped and acoustically homegenous in all directions, which means that energy is dissipated consistetnly, rather than being reflected between layers. My recommendation? Chipboard - people tend to sneer at chipboard, but it's actually a nice material in the acoustic sense (not to be confused with MDF).
