As Stewart says, the top thin platter was held millimetres above the Garrard's standard platter, which was continuously spinning, and then at the press of a button it would make contact for an instant start. A sort of high-tech hands-free slipmat!
These were only fitted to the BBC modified Garrard 301s but a conventional Thorens TD124 has a similar arrangement as standard.
Whilst on the subject of vintage broadcast kit......
When I worked at the BBC 20 years ago we used to transmit programmes from these - this one belongs to me and is fully restored - a very complex and rewarding beast to own....

It's showing the vision waveform (chroma & Luminance) and the monitor to the right is showing Chroma Vector & amplitude.
Yep, I was the one that looked like its was a vector display that I wondered about.
