Everything is included, PSU, valves, instructions, the works. I'm asking £50 delivered to your door. Probably cost around £100 to get imported from Japan.

I have one of these hooked up to two ZA3 amps and a ZD3 DAC

Whilst this P3 is also a preamp, I am using it as a desktop headphone amplifier

Really happy with it and intend buying upgraded tubes at some point.

I see that one of the alternative valves that can be used in this is the 6J1. I bought a cheapo 6J1 pre-amp which was the subject of several mods on Diyaudio. After all the mods it sounded great for the pennies spent. Fosi stuff is really gaining ground. GLWS.

Arrived today (thanks Andrew) and had a little time to have a play tonight - It's going to be used as a desktop headphone amp mainly, and so far I'm quite impressed - I had expected it to be smooth due to the valves but it's quite forward in presentation on first couple of listens. It's certainly an improvement on direct out of my iPad headphone socket so that's a good start, and the build quality for such a cheap item is superb - the volume and tone control pots feel quality, as is the toggle switch for power/source selection. Very happy so far.
