I was told wire wound resistors add smoothness ,then I read some wire wounds can be noisy at high voltage?

Are these any good?

Depends if the voltage rating and power rating are enough for your power supply.
ps. A 2W resistor will get very hot if it's used at more than 1W, and may not last long.
Metal films are usually the problem ones for voltage rating if we're talking about 200V and above.

Wire Wound Resistors as well as exhibiting resistance, also have properties as inductors, which in turn can induce magnetic fields- possibly in the wrong locations.
If implementing a resistor in a circuit, have a good idea of the circuits schematic and the additional effect of that resistance.

The amount of inductance from a wire wound resistor is so minimal it shouldn't matter.
I did find out how ever that the 100k resisters are magnetic wire wounds and that is a no no under high current .So they will go in the stuff I will most likley never use box.
