Radio station advice

Hi everyone, I was after a bit of advice about a local radio station we are starting in Co. Durham.

We have a server to store music on and also iBroadcast which is a cloud based storage for music. We can also play music off
Phones and things. We will be paying full ppl /prs etc.

My questions are :-

Is it worth using higher quality files to broadcast or is it limited by the broadcast software anyway? Could we do a hi-res broadcast?

Can I use a streaming service such as Spotify or does that breach their terms and will they know through inbuilt water marks - if not do they do a broadcast version?

Can I amass friends music files on the iBroadcast server to play on the station since we are paying PRS to broadcast?

Lastly - does anyone in the north east fancy getting involved ?

Spotifys licence terms are here: https://www.spotify.com/int/legal/end-user-agreement/
specifically Section 9 you need to abide by... which infers you are by broadcasting not capable of respecting the rights of intellectual copyright owners
on an individual basis. For instance you play Dire Straits Telegraph Rd, in theory you need to send a letter to Polygram informing
the date place and time you played the piece to air. Polygrams response would be to sue you for copyright infringement, as it is clearly
written on each piece of media that that is prohibited, and there is no defence.

The answer to this trap is for radio stations to own a performing rights licence - but there are invariably other entities that join in once
the first licence is paid for, the worst of these being the record companies themselves.

Another answer is to look into creative commons music and select artists who allow you to promote their work free of other obligation.

Concerning quality of reproduction in your replay chain, Yes try to get as good a quality as you can
as this will attract audiences to you. Try and avoid too much compression, try and see how other stations
preserve audio quality and at the same time do not overload transmission equipment.

Listening to other stations and comparing it to the original music source can be a ear opener so to speak,
as to where conventional broadcasting strips the essence out of music. Some of the best quality broadcasting
IMO occurs with classical music stations, as their audiences intently listen

It would be UK government guides, rules, licences not Irish Republic ones.

Hi Chris, thanks for the advice, I'll bring those.points up at the meeting tonight :-)

One of the key members has experience of similar radio so may have some answers, its just a shame about Spotify as that's most of my music listening these days and where I make my play lists :-(

We are hoping to have music, local poets and historians doing podcasts, involvement from local young people etc.

My programme would be indie, metal, hip-hop and dance. Plus a local guest speaker. Though there is another argument - would mixing music genre put people off?

They go on about free speech but I would have thought its quite difficult getting permission to broadcast...know what I mean...we wouldnt want people getting at any truth now would we

There is a local one round here called canalside and I always joke that the adverts are like "come to veras chippy for an extra gravy deal"( in my Charlie Chuck voice)...its not good if Im honest so I really dont venture off radio 3, 4 or 6.

For me local radio needs to shake itself up away from a safe dont push any boundaries feeling. I dont even think its aimed at me. I remember feeling excited when talk radio started. Fast edgy but it soon became extremely lame and ended up as a sports channel.....boooooring.

You could go for it like Kurupt FM (look it up) :) with a twig on a tower block.

Or, you could load all your gear onto a ship, and float out there just in international waters, and be an outlaw station! Or load it all into a truck and drive around as you broadcast, and never give out your real name! It may make hosting the poets more difficult, but at least you don’t have to pay any of those silly licenses! (I’m kidding of course, it is April first after all).

Surprisingly not. it's very different if you want to broadcast on on AM, FM as Ofcom are very protective of the transmission frequency across the country. DAB is similar and very expensive for a licence.
Community internet is surprisingly accessible, as long as you keep the adverts below a certain percentage, when it becomes commercial.

What conclusion have you come to about broadcasting copyright material? I suspect the costs are inhibitive but I wonder how hospital radio works and if there's an answer there. As they are only doing it within a building or site I suspect it's not the same thing.

It’s not too bad really, you get a prs/ppl community radio licence and use the host and their software to guesstimate the broadcast, paying a fee that is based on your audience. Any large buildings or business will be paying their own prs.
The licence allows copying of music for station use too so I was going to ask If any members would like to upload their libraries :-)
