I appreciate this question relates to something to do with AV, but I needed an answer quickly!

Is there a difference between a 4K HDMI cable, and one not bearing the 4K ‘label’

Thanks!

TV does, don’t think my Sony Blu Ray player does though, it’s at least two years old.

If your sources can't dish out 4K there's no need to change the HDMI cables.
Stick a 4K source in front and play 4K material from it and you'll need higher bandwidth cables.

Is that why that experimental 4K broadcast in the world cup didn't look any different to HD on my set up? I've got a fancy Mark Grant HDMI twixt box and set but it must be 6 years old at least.

Could be part or all of it.
What does the hardware consist of?

Virgin only mention Youtube and Netflix as being available in UHD if you subscribe.
BBC iPlayer isn't mentioned.

A V6 box landed here a couple of days ago, and it interrogated the TV to see what resolution it could handle.
You could get the box to talk to the TV again, and see if it does UHD.
If it says no, then it could well be the HDMI cable.

In amongst the bits and pieces in the box my V6 box was supplied with was a Cat6 patch lead and a high speed HDMI cable.
