Gordon rarely knows how to direct (vast) sums of public money where they will have the greates effect. Saving lives of our troups is a good one though short of pulling the troups out altogether.

A 150 million squirt in the banks' direction would have been a drop in the ocean.

His VAT cut was definitely a case of spreading the benefit too far and wide only to create a smokescreen before then raising VAT early next year to include sources of revenue that were previously excluded from the cut like alcohol and fuel.

Instead of the VAT cut he'd have done the economy more favours by directing the cut to fuel used for transportation - the lifeblood of any developed economy. He didn't do this because it goes against his ideology of limiting freedom of movement under the "green" banner and not scorching the earth for the next government, whilst superficially being seen to help the economy.
