There seem to be two sorts of USB power points.

1. USB chargers
2. USB power supplier

Are they one and the same?

They're the same in that they can both supply power. The difference is that a USB power supply will be cleaner, less ripple etc. (hopefully), whilst a charger doesn't have 'low noise' as part of its design remit.
