If one can't exactly match uf values, is it better to be over or under by .1 or .2?

photo attachment shows 11 caps, circuit diagram indicates 12 caps. ( for my ditton 66's)

Won't matter, there is usually a 10% tolerance anyway.

Keep values within 5% over or under. Doesn't matter which. The tolerance of the cap could be plus or minus 5% or more anyway and if you have a meter that measure capacitance you should be able to check actual values (although most cheaper meters aren't that accurate!)
