I did ask the seller of some speaker jumpers this question, but he never replied.
What does it mean, I had no idea jumpers could be 'balanced design'.

It means he decided to add some marketing hyperbole to his ad, he needs a bollox to English dictionary. Or hi could find out what HiFi terms actually mean.
