I have been buying quite a lot on the bay over the years but although I registered to sell, I never got round to any.
So.... here I am in France and I have a load of stuff to sell. I can't. The computer says "NO"
I have to set up a new account to sell in France but......Houston we have a problem. My address is already registered to another account. My email address is already registered to another account. My bank details are already registered to another account.
I can fix the email address but not the other two. If you want to contact eBay....ha!!
Why are they encouraging me not to sell anything and make them some more money?

Its to do with fraud. Alas it can catch people in your position out, and they are not all that contactable tbh. Get a pal in UK to sell them through his UK account.

I have never had a problem with contacting ebay or Paypal :scratch:. As a matter of fact, I can get them on the phone within minutes from wishing to get hold of them. Maybe it is different for business users?
When I was a lot more active I got a special number to call if I had any problems. I used to buy a lot in those days. Now, I dont so i dont have access to the hotline :)

There is no practical limit to the number of accounts an individual can have and of course living at the same address with the same bank account. Do you mean that your address in France is registered to a UK account and that it doesn't seem to allow you to have an account on two different country sites at once?
If your address to your ebay account is the current French one, then why can't you just sell on UK ebay and put location "France" - you'll definately get more bids on the UK site than the french one but with the only problem being you'll have to ship the items because you'll likely not get a French buyer.
Thinking about it again, to understand the situation correctly, it could be preventing you from selling on UK ebay and insisting you set up a French ebay account because of your IP address originating from France... that might make sense (though would prevent people from selling whilst away on business..). Could you use a UK-based proxy service when logging in to ebay much like people to do access UK content on iPlayer? Then again, I bet they'd suss that out as it might be what a scammer would do too (but then there are so many hijacked accounts used for scamming, perhaps it still works?).
