Our next door neighbour across the landing is an old couple in their 80's. The wife being the good egg she is goes around everyday to see how they are & if they need anything doing.. Below them are newish neighbours of around 2 months. They are both in their late 20/early 30's & are Alcoholics, fine that's their choice the issue is that he is up every day borrowing money from our neighbours, pays them back when the dole pays him but it's all the time like pests & the silly old swine won't tell him to get lost. Ive told him to take a hike but now he's up when he knows im not in..

Is there anything they can do or better i can do without reverting to violence? ive been to the council they don't care. Get this they even have lodger that actually take a fueled motor bike in the flat itself each day which to me is a serious fire hazzard but yet again the council do not care.

not sure there is anything you can do. If they continue to give him money he will keep coming back

It sounds like Harassment, which is an offence. They may feel too intimidated to refuse or are too polite. Sounds like somebody should ask the police what can be done. Council housing won't want to get involved, but their social services have an obligation if the elderly are involved and they also could bring the police in.
