Are these a ''low capacitance'' kind of cable?

Yes.
They use controlled inductance which is quite benign for modest domestic lengths. Once you get to 20m loop lengths the inductance might just start to dull the sound a little but Kevin Edwards designed the Talk 3 for low capacitance. The bit in between the conductors is a packing spacer for keeping the spacing consistent. In a way, wider spacing of several inches or more wouldn't in fact increase inductance, as once you get above a certain distance, inductive effects drop off as you space conductors outside of their opposing conductor's electromagnetic field created by the signal, but it does make the cable rather cumbersome and inflexible except in one plane.
