The word that always gets left out of speaker impedance figures is NOMINAL, which means it can rise as well as fall down to 4 ohms or less.

Speaker ratings, as Frank says, are nominal. Most "8 Ohm" drivers actually have a minimum impedance of about 6 Ohms and can rise with frequency to 30 Ohms (or more). The voice coils act like inductors, hence the rising impedance with frequency. When designing crossovers, it's this point which is most often missed by people using "cook book" values as the reality is they really don't apply except at a specific frequency (one reason for impedance correction circuits).

As for what the amplifier "sees" as a load, this can, for an 8 ohm nominal system (ie all drivers nominally 8 Ohm), be commonly 4.5 to 6 Ohms minimum for lower order crossover filter circuits.
