OK, I'll come clean then.
That is not a hose. That's the cable running from Heysham Nuclear Power Station direct to my consumer unit. They are not pipe protectors, they're cable risers, necessary to isolate the cable from harmful vibrations from passing traffic.
The fire brigade are just there to keep the cable cool.

The train tracks are a red herring - I had that line shut down when I moved in here, it was only used by plebs anyway.
