Yes, I had one when I was a teenager and my Dad used one.
As you surmised, you pour some jollop in the top & wipe away to your heart's content. Similar problem to all wipe methods - you just move the stuff around without removing it.
I remember on one particular occasion, I was about to play a record that had been lent to me by my sister's boyfriend and, anxious for him to know that I was taking care of his valuable albums, I decided to give this one an extra vigorous clean. Unfortunately, I failed to notice that the perspex cover was still on the brush and I scratched the shit out of it!

I'm sure we can all relate to that... I've done it... lol
A product of bad design.

I never had that problem with the old Cecil Watts 'Disc Preener': a velvet covered foam cylinder, into which a smaller, water-moistened wick was fitted. The humidity was supposed to remove the static, but I'm not sure if it did. After allowing the record to spin for one revolution, a quick flick of the wrist allowed all the dust that had been picked up to be removed by wiping it off the Preener with a finger. These days I use the Decca carbon fibre brush with satisfactory results.
No substitute for a proper RCM though.

I don't believe it. Back on my Englishman abroad thread Rothschild and I were launching "I-CON" and had ION-NICER lined up as a product. For a moment I feared we had a patent breach issue with someone stealing our territory. But its just a record gunker. Phew ;)

I had one of these. Only remember putting fluid in it once as it ran out pretty quick.
