Why, when Win7 initially boots up, does it render all the icons on my desktop perfectly and then instantly forgets them, after which they are replaced by blank file icons, only for them to be re-rendered again, one at a time, over several seconds?

It's due to the graphics DLL. On boot up the OS uses the MS graphics library. But as the booting up process works its way through the registry it will run into the DLL file from the installed graphics processor. This will replace the standard displayed graphics with an updated one derived from the installed graphics processor DLL.
