Tractors

Last Tuesday I had a tractor in front of me and the other traffic, on the A35 down to Christchurch from Lyndhurst, and when possible the driver pulled over to let me and the other motorists pass. Then yesterday, had a tractor all the way from Bere Regis to near Poole, 20-25 mph all the way. I thought slow moving vehicles had to move aside every so often, so that following traffic could pass safely. Does anyone know if that is true?
