Do you power your electrostatics permanently or just when in use?

Me neither.
If it's not in use it gets turned off.

Its pointless to power them up 24/7, they will take a little time to warm up and then they dont get any better. The only benefit I can see from powering 24/7 is that you dont have to wait for them to warm up.

Turn my pair on 1/2 hour before use , then off again after ,

One Thing Audio recommend leaving the Quad 57 on all the time, however I turn them on & off as required, they take around 30 mins to warm up. The 63's don't take much time at all to warm up

24/7 Apart from two moves of house and the occasional power cut, my Quad ī57s have been powered up for over 35 years.

Electronics donīt like being switched on and off frequently. It doesnīt do component life any good at all.

The current drawn by ESLs is miniscule - of the order of microamps,

The 63s seem to come on song after a couple of songs....I tend to switch them on when when Im using them,an irrational fear of my family being burnt to death just so that my hi fi has maintained thermal equilibrium!!!!
