Found it - protection for honest sellers who can't leave negative feedback against time-wasting non-payers! I've blocked 7 in total. If anyone else has suffered in a similar way then I'm prepared to swop these eBay IDs with other people. I'll check with eBay first though because some know-it-all barrack-room-lawyer / self-appointed expert is bound to claim that it's unfair, breaking data protection and so on. But if eBay tell me I can then I most certainly will.
Incidentally, delinquent bidders can of course change their eBay ID to try to get around the system but quite wonderfully, they loose all their historic feedback under some circumstances! And that's the really good news. Love it!

I could have done with that a month ago. Tried to sell my watch and got two non payers in two weeks. Both had zero feed back so i did ask for it.

Because of a recent experience re a charity sale of a Denon DD turntable and a non-payer who left negative feedback which then eBay realised was absurd and removed, I no longer accept bids from anyone with less than 12 feedback reports. Had I thought of this earlier the clown who even today only has only 8 feedback reports would not have engaged with me or vice-versa.
Buyers who don't like it - tough!

It's fair - you can make your own requirements and refuse to sell after the auction if they don't meet those but then you have to go through the rigmorol of refunding or nullifying the sale and then of course the negative feedback you might get if you approach it in the wrong way with the buyer.
There are things you can do e.g. block individual account names, require PayPal registration for any bidders, block bidders with over 2 unpaid item strikes in a month or 3 in 6th months (something like that) as you say. You can't however block bidders due to lower feedback scores as far as I know because that would harm any genuine new users of Ebay - not in Ebay's interests.
Still, those doesn't solve the problem as you can't stop people starting up new accounts with any old PayPal and bypassing all of those!
It's also very easy to notch up feedback if you really want to.
On the other hand, you are assuming that these people you are blocking are going to win! That is most likely not going to be the case on average and really you are just blocking bidders who may push your final price to new highs. If they do win and it falls through, then you still have the second chance offer to pass it down to the next highest bidder..
When I've sold on Ebay before, 99.9% of people were fine and many seemingly non-payers did actually pay albeit a couple of weeks later or even apologised a couple of weeks later and politely say they've overspent.. No problems and even get a positive feedback out of it for being understanding. I've never used Ebay as a lifeline so was happy to wait if it guaranteed the sale but not everyone is in a position to do this and still quicker than many forum sales.
Still, with PayPal and Ebay fees, the questions, the shipping quotes etc etc I prefer passing on my gear via small ads and forums these days - many fellow enthusiasts to speak to and also faster payment! Plus I was a victim of PayPal chargeback fraud (no money lost fortunately but a negative PayPal balance) so no longer sell on Ebay for that reason alone.
What am I saying? Well nothing really... just rambling. You can put up a fight on Ebay but in the end it's better to go with the flow and not take it too seriously.

Interesting stuff - I'd like to block buyers who choose to have Private (i.e. non-visible) feedback. But I don't think you can do that.
Feedback should always be visible, otherwise what's the point of it? If an eBayer stops me from looking at their feedback, then I don't trust them and I don't want to sell to them!

There is no way on this gods earth that i'd like anyone to go trawling through my feedback to see what i have bought in the past. All it takes is one dodgy seller & me to buy from him & he has my address. I'm not going to make myself a target for a burglary :rolleyes:
