I do believe it has a short shelf, and as you need literally a few drops of it to make quite a large quality of cleaning solution it can go off over time. What that time frame is, I have no clue.
There is a chap on eBay who sells it in small batches, if it helps.

Yeah, de-ionised water has been passed through ion exchange resins. This is used in laboratories in preference to distilled water.
