    Well there's a never ending supply of suitable candidates. The country is bursting with shiftless 'neerdowells'.

    Some states in the US have a 'three strikes and you're out' policy, which means very long sentences for habitual offenders. We could employ a 'three strikes and you're ate' alternative.

    Could end badly for the lions. Firstly they would be confronted by a protective cordon of heavily armed bodyguards while the politicians make good their escape. Next, the lions would develop mysterious illnesses which will turn out to be caused by some nerve agent with an unpronounceable name. The Russians would be blamed for this, and they would retaliate by bringing bears to the party. Could get messy.

    The poachers and the hoodies would yield much leaner meat, due to all the running from the police.
