    Personally I would use a small rat tail file. I've got a few I've used for modeling and instrument work, but a round file from a mini file set works so easily, and is super cheap. Just stroke the file in curved stokes, working your way around, so that it's even as you go. I have also taken a thin pencil and wrapped stick on sand paper to it, that will also clean and enlarge a hole with a bit of control.
