That is pretty much how my work got to be at one point, hell, at one stage even your mothers death was not taboo. Some of the steps some individuals took to get certain reactions and lead others was stunning.
One of those situations like combat, but in the head LOL, took a lot of passive management and miss-direction at times. Sometimes even overreacting to give that false sense.......
But, well anyway it's a little too difficult to explain...
