This is an instrumentation recorder which employs FM recording from what I understand using methodology akin to that used in videotape recorders along with an isoloop tape transport to reduce flutter amd wow to a minimum.
It is able to record frequencies all the way down to almost DC due to the use of FM.
These were manufactured around 1967 and looking at the technical data available they are certainly not intended for use in straight audio recording.
The capstan motor is locked to the incoming mains frequency however looking at the pictures in the listing it appears to have an option to be locked to a precision frequency generator if required.
Fascinating device - not sure of it's value but I have never seen one before let alone in this kind of condition.
